Dear Costar,

FOREIGN OFFICE, S.V.1.

29th April, 1935.

I am sending you unofficially an account of what has happened in the matter of Macao since our secret letter No. F.2345/0 of the 15th April was

written. You will observe that prospects for the

British fira are bright though things are still in a

somewhat indefinite state.

On the 17th April Mr. J.D. Morrison of Hendry Brothers (London) Limited told us that Mr. Halcola,

his friend in Shanghai had telographed to the effect

that he had received the contract for the completion

of the waterworks scheme. They seemed delighted.

On the 23rd April the Portuguese Chargé d'Affaires left

with Sir Victor Wellesley a memorandum, which I

enclose a copy, stating that the Portuguese Government

would welcome an early answer. We promptly told him

(the Chargé d'Affaires) by telephone that it was very

off

N.E. Costar, Esq.,
